Information on Self-Direction in Other States*

  • 13 states have statewide availability of individual budgets and consumer control for at least some HCBS recipients with developmental disabilities.
  • States with a large number of people (i.e. over 1,000) who use individual budgets and consumer controls include Connecticut, Texas, Minnesota, Vermont and Michigan.
  • States with a mid-range number of people (i.e. 200-1000) who direct their own services include South Dakota, New Jersey, New Hampshire, Massachusetts, Ohio and Hawaii.
  • States with a small number of people (i.e. less than 200) who direct their own services include Rhode Island, California, Oklahoma, New York, Kansas, Missouri and Louisiana.
  • The proportion of HCBS participants with developmental disabilities who were enrolled in consumer controlled initiatives ranged from 0% to 50.4%. In 2006/2007 an estimated 3.8% of all HCBS recipients with developmental disabilities were enrolled in consumer controlled initiatives nationally.
